Location & Geography


Area: Approximately 4,041 km², situated on a high plateau at 900–1,000 m elevation; the Ukaguru Mountains reach over 2,000 m in the south.


Climate: Semi-arid (Köppen BSh) with annual rainfall between 500–800 mm (mainly December–April) and average temperatures around 26.5 °C.

Population: Rose from ~310,000 in 2012 to 443,867 by the 2022 census.


Administrative Setup: Divided into 3 divisions, 22 wards, 87 villages, and 383 hamlets. The main town and capital is Kongwa.


Wards include:
Chamkoroma, Chitego, Chiwe, Hogoro, Iduo, Kibaigwa, Kongwa, Lenjulu, Makawa, Matongoro, Mkoka, Mlali, Mtanana, Nghumbi, Ngomai, Njoge, Pandambili, Sagara, Sejeli, Songambele, Ugogoni, and Zoissa.

The paved trunk road T3 (Morogoro–Dodoma) runs through the district, aiding connectivity.


? Economy & Services
Agriculture:


Dominant economic activity for ~80% of rural population.


Arable land: ~363,691 ha, with around 258,690 ha under cultivation.


Irrigation potential on 5,811 ha, but only 295 ha currently irrigated.


Crops: maize, millet, groundnuts, cassava, sunflower, beans, horticulture near streams.


Livestock:


Livestock farming is common, though specific stats vary .


? Social Infrastructure


Education: As of 2016, the district had 107 preschools, 107 primary schools (pupil‑teacher ratio ~62:1), and 31 secondary schools (ratio ~16:1).


Health: One 120‑bed hospital, four health centers, and 45 pharmacies; malaria is the leading illness.


Water Supply: Over 52 piped water systems serving around 50% of the population.


? Governance & Council


Governed by an elected District Council, with elections every 5 years. As of 2022, the council chair is White Zuberi Mwanzalila, serving since 2015.


Council Secretariat (Halmashauri) includes departments: health, education (primary and secondary), water, agriculture, livestock & fisheries, land & natural resources, social development, finance & trade, works & firefighting, environment & sanitation, along with support units like legal, internal audit, ICT, procurement, and election .


Mkougas were conflict-related issues impacting council operations, including delays in project execution and low staff morale due to political-administrative clashes.
