ABOUT GLOBAL PROGRAMS

The Global Programs (GP) Office in Tanzania is an affiliate of the University of California San Francisco, and it provides targeted HIV/TB strategic information (SI) technical assistance through the PEPFAR-funded Alliance for Country-led Control of the HIV Epidemic by Leveraging Efficient Resource Allocation To achieve Equity (ACCELERATE). The Global Programs (GP) Office in Tanzania is an affiliate of the University of California, San Francisco, and it provides targeted HIV/TB strategic information (SI) technical assistance through the PEPFAR-funded Alliance for Country-led Control of the HIV Epidemic by Leveraging Efficient Resource Allocation To achieve Equity (ACCELERATE). The GP office also facilitates the expanded presence and operations for global health professionals and researchers from the University of California, San Francisco (UCSF) and its affiliates in Tanzania. We work in collaboration with key partners including the U.S. Centers for Disease Control and Prevention (CDC), the United States’ President’s Emergency Plan for AIDS Relief (PEPFAR), the Ministry of Health (MoH), the National AIDS, STI and Hepatitis Control Programme (NASHCoP), the Zanzibar Integrated HIV, Hepatitis, TB, and Leprosy Programme (ZIHHTLP), other donors, and local partners to build capacity and to validate and strengthen SI activities to effectively guide prevention and treatment programs toward maximum impact. Global Programs also provide training, mentorship and technical assistance to build capacity in epidemiology surveillance, monitoring and evaluation, health information systems, improving data quality and increasing data use, data science, and applied public health research among health ministries and local partners.

PROJECT SUMMARY (FOR PROGRAM STAFF)

The University of California, San Francisco (UCSF) is engaged in a five-year Cooperative Agreement with the U.S. Centers for Disease Control and Prevention-Tanzania (CDC-Tanzania) to provide strategic information and health information systems (HIS) technical assistance to the Ministry of Health (MoH) as well as the United States’ President’s Emergency Plan for AIDS Relief (PEPFAR) and their implementing partners (IPs). We are recruiting an individual through Global Programs to serve as an HIV Strategic Information Advisor.

SUMMARY OF ROLE

The HIV Strategic Information Advisor will provide HIV and AIDS programmatic expertise to guide programmatically impactful data analyses, development of programmatically meaningful informatics products, provide expertise to inform indicator and dashboard development, SOP development, and visualizations, and bring programmatic context to Global Programs’ work. This individual will also coordinate programmatic evaluation activities and oversee the DAMES Tanzania project, including overseeing fieldwork.

REPORTING & MANAGEMENT RESPONSIBILITIES

·          This position reports to the Technical Director.·          This position does not have any supervisory or management responsibilities.

POSITION RESPONSIBILITIES

Technical: Identify key HIV programmatic analyses and strategic information needs and collaborate with the Global Programs Informatics team to translate programmatic needs into informatics products, such as improvements to health informatics applications, data collection applications, and dashboard visualizations, and to integrate evidence-based programmatic strategies into robust data systems. Support the analytics and data use teams to ensure programmatically impactful data analyses that reflect programmatic priorities and will result in improved service delivery for PLHIV. Guide the Global Programs team to understand and interpret data trends resulting from changes in programmatic guidance, programmatic successes, and programmatic challenges. Collaborate with Global Programs Informatics Analysts to assess stakeholder request/needs and prioritize those with the most potential to improve HIV service delivery within the Tanzania context. In collaboration with the HIS team ensure that the development of data systems (DAMES, CTC-A, and Monthly Portal) meet program expectations in clarity of indicator definitions and that developed applications meet end-user needs. Develop guidance tools, training materials, SOPs, case studies, and other materials related to HIV/AIDS programming as well as to Global Programs analytic and information products to promote learning and data use at all levels of the health system. Provide expert technical assistance and capacity building including support for the design, implementation, monitoring, and evaluation of HIV interventions and program monitoring implemented by national and local partners. Lead the development of protocols and data collection tools and supervise field activities aimed at evaluating HIV interventions and programs. Participate in analysing HIV program evaluation data, developing reports and scientific products, and disseminating findings. Coordinate and supervise above-site DREAMS M&E activities within the Global Programs portfolio: Coordinate the aggregation, cleaning, analysis, and visualization of DREAMS data across PEPFAR IPs, ensuring that visualization of DREAMS data in the DAMES platform meets PEPFAR needs. Track requests from PEPFAR IPs regarding the collection and analysis of DREAMS data via the DAMES system and ensure user requirements are met, including collection and visualization of Enabling DREAMS data. Track data issues or challenges related to the DAMES system and ensure they are remediated in a timely fashion. Coordinate the development of a national DREAMS M&E tool. Inform programmatic data dissemination and translation for program improvement. Proactively identify gaps and recommend solutions to align programmatic needs with data-related systems, applications, and dashboards. Perform any other tasks that will be assigned. Autonomy and Decision making: This position is expected to work independently to complete assigned tasks.

 

REQUIRED SKILLS AND QUALIFICATIONS

A Degree in medicine is required. A master’s degree in public health or epidemiology is required. Minimum of seven years of professional experience in HIV and AIDS related projects, including experience in HIV and AIDS projects in the PEPFAR setting. Demonstrable knowledge of routine HIV and AIDS health services at the facility level, including HIV prevention, HIV care treatment, HIV testing, TB, PMTCT, EIID, and community HIV services. Robust understanding of evidence-based programming and how to inform data-related activities to improve service delivery. Demonstrated knowledge of the DREAMS project and familiarity with routinely collected DREAMS data. Ability to troubleshoot and support utilization of the DAMES mobile application. Demonstrated understanding of databases and skills to align and aggregate datasets. End-user experience with the CTC2, CTC2 Analytics, and other HIS applications. Knowledge of routine PEPFAR and MOH HIV and AIDS reporting requirements, including understanding of HIV program indicators. Experience working with mobile and electronic applications for data collection. Demonstrable experience working with a variety of organizations and stakeholders, including experience collaborating with implementing partners to successfully complete a project. Excellent skills in critical thinking and analysis. Advanced knowledge of Microsoft Excel is required. Demonstrable experience developing training materials, SOPs, and job aids, as well as facilitating training. Ability to develop simple visuals to communicate complex information. Ability to work professionally and collaboratively in a multicultural, internationally based team setting. Demonstrated oral and written communication skills in both Kiswahili and English. Excellent organizational and interpersonal skills. Availability to travel in-country to support project activities. Fluency in English and Kiswahili is required.

WORK LOCATION

This position is based at the Global Programs office in Dar es Salaam.

TRAVEL REQUIREMENTS

This position may be required to travel to support field activities (approximately 15%).
