Job Description

We are seeking a highly talented and passionate Monitoring, Evaluation, and Learning (MEL) officer to lead the organization’s impact strategy.

Key Responsibilities

  • Design and manage MEL frameworks aligned with the organization's 3Cs model (Capacity, Capital, Connections).
  • Define indicators, targets, and data sources across programs and investment activities.
  • Ensure that data collected through the Organization's Connect aligns with MEL frameworks and complements other data collection methods (field visits, assessments, surveys).
  • Track KPIs related to business performance, job creation, capital mobilization, and program outcomes.
  • Coordinate data collection across multiple sources, including Anza Connect, field tools, surveys, and program records.
  • Guide the structured use of the organization's Connect for entrepreneur self-reporting, milestone tracking, and activity logs, in line with MEL requirements.
  • Work with the Program and IT teams to define what data is collected through the organization's Connect and how it is validated.
  • Ensure data quality, consistency, and completeness across digital and non-digital sources.
  • Analyze quantitative and qualitative data collected through the Organization's Connect and other MEL tools.
  • Triangulate digital data with field evidence to ensure accuracy and credibility of results.
  • Prepare performance summaries, dashboards, and reports for internal management, donors, and partners.
  • Use insights generated from the organization's Connect data and field monitoring to support adaptive program management.
  • Document lessons learned, trends, and emerging insights from entrepreneur performance and program implementation.
  • Support program teams to interpret data correctly and use it to strengthen delivery.
  • Build internal capacity among staff and entrepreneurs on effective and accurate data reporting, including the use of Organiztion's Connect as a supporting tool.
  • Develop simple guidance notes and templates to improve data quality and reporting discipline.
  • Collaborate closely with Program, Fundraising, Marketing, Capital, and IT teams to ensure quality MEL systems are in place.

Professional Skills & Requirements

  • Bachelor’s degree in Economics, Statistics, Social Sciences, Business Administration, Monitoring & Evaluation, or related field
  • 3–5+ years of MEL experience in donor-funded programs, ESOs, or private sector development initiatives
  • Strong experience in digital data systems, dashboards, and MIS platforms
  • Proven ability to translate data into actionable insights
  • Experience working with entrepreneurs or SME-focused programs
